Doing Business with CITGO
CITGO Petroleum Corporation purchases goods and services to support the manufacturing, transportation and marketing of gasoline, lubricants and other related petroleum products for its refineries, field locations and corporate office.
CITGO has implemented a new registration process for all businesses. This process is designed to facilitate a secure way for you to register your business in our supplier database. The benefit to you is that your business information will be available to all of our authorized personnel for future business opportunities at any CITGO location across the nation.
Our new registration process starts with an on-line application that provides easy access to information about the registration process and to submit your business' data. There are two types of applications depending on whether you are a material supplier or what type of services you provide. Both of these new applications require the same general information from all suppliers.
If you are a material supplier or provide limited miscellaneous services that do not require hands on work in the process areas (i.e., delivery services, pest control, janitorial services, office equipment repeair, offsite shop repairs/fabrication, sanitary services, etc) and you have provided all this required general information, your application is complete and ready for review/approval.
If you are providing services that are in a process related area (i.e., process unit, tank farm, dock facility, loading racks, etc) that may impact operations, is potentially hazardous or requires a safe work permit, you will be required to provide insurance, safety, health and security information in order to complete your application. You will submit this information to our authorized agent, ISNetworld. This is another improvement in the re-design of our Supplier Registration Process. It is there to make sure you understand all regulatory and internal requirements that are necessary for successful approval of your registration. ISNetworld will review and verify your information to ensure compliance with our requirements. Through this review, it will identify and help you address any gaps that may exist. This will give your business the opportunity be approved and added to our Registered Supplier Database. Additionally, it will continue to monitor compliance with our requirements over time. These services will be provided by ISNetworld for a nominal fee.
The specific requirements that you will be asked to provide to ISNetworld will include:
- standard supplier questionnaire
- The standard questionnaire gathers your company's health, safety, security, environmental and insurance information.
- health and safety programs
- insurance certificates
- General Liability
- Employees Liability
- Automobile Liability
- Workers Compensation
- Occupational Safety and Health Administration (OSHA) logs for the last 3 years
- Employee Modifier Rate (EMR) letters for the last 3 years
- Operator Qualification Report (OQR), if applicable
CITGO recognizes that we operate in a very complex and heavily regulated industry. This requires a great deal of preparation to insure that all standards and requirements are met. We recognize that some businesses will require additional time and training to meet these requirements, however, our belief is that you can meet these standards and requirements. Our commitment is to keep you, our employees and the communities in which we operate safe and prosperous. The bottom line is we want you to succeed and are committed to assisting you in the process.
Please note: registering with the CITGO Supplier database qualifies your company for consideration in the bidding process. It does not guarantee that your business will be awarded business with CITGO. To be awarded CITGO business, as with any supplier, minority- and woman-owned suppliers must meet CITGO standard qualification requirements, including technical, operational and safety standards.
In addition to our refining business, we are proud to offer our customers a wide range of quality products through more than 7,000 independently owned retail locations across the country. All in-store merchandise and maintenance services are purchased directly by the Marketer or Dealer who owns the location. CITGO does not interact in the purchase and negotiation of these products or services for our retail outlets, nor do we provide lists of our retail outlets for this purpose. Supplier Diversity/Small Business Program
The Supplier Diversity Program has been in place at CITGO for several years. We are committed to increasing the participation of diverse businesses in our vendor portfolio. We are focused on being proactive in raising people up and making a difference in the communities in which we operate. We provide equal access to business opportunities for small businesses and minority-owned and woman-owned business enterprises (M/WBEs).
To qualify for participation in our Supplier Diversity/Small Business program, your company must be a for-profit business that is at least 51% owned, managed and controlled by U.S. citizens and meet at least one of the following criteria:
- Small business: Meet the federal government requirements for small business concerns in your product or service area
- Veteran-owned, Service-disabled veteran-owned business: Be a small business that is 51% owned, managed and controlled by a U.S. veteran or service-disabled veteran
- Small Disadvantaged Business (SDB): Hold federal government SBA certification
- HUBZone: Hold federal government HUBZone certification
- Minority-Owned Business Enterprise (MBE): Be 51% owned, managed and controlled by a minority
- Woman-Owned Business Enterprise (WBE): Be 51% owned, managed and controlled by a woman or women
In support of the CITGO Supplier Diversity Initiative and the implementation of the new supplier registration process, service providers that have met the following criteria will be reimbursed for their first year's registration fee:
1. Less than 20 employees
2. Successfully complete the registration process
3. Receive registration approval from ISNetworld
4. New applicant with ISNetworld during implementation period ending Dec. 31, 2008
