  Eligibility

To qualify for the CITGO Supplier Diversity Initiative, companies should be certified as minority- and/or woman-owned businesses.

Minority Business Enterprises
A minority-owned business is a for-profit enterprise, regardless of size, physically located in the United States or its trust territories, which is owned, operated and controlled by minority group members. "Minority group members" are United States citizens who are Asian, Black, Hispanic and Native American. Ownership by minority individuals means the business is at least 51% owned by such individuals or, in the case of a publicly-owned business, at least 51% of the stock is owned by one or more such individuals. Further, the management and daily operations are controlled by those minority group members.

Women Business Enterprises
A Women's Business Enterprise (WBE) is an independent business concern that is at least 51% owned and controlled by one or more women who are U.S. citizens or Legal Resident Aliens; whose business formation and principal place of business are in the US or its territories; and whose management and daily operation is controlled by one or more of the women owners.

  Certification Requirements

The CITGO Registered Supplier Database identifies diverse suppliers for potential procurement opportunities. For this Initiative, CITGO requires certification as a minority- or woman-owned business by an approved federal, state or local agency, or by membership in an approved organization.

CITGO recommends that your company be certified as a minority- or woman-owned business by an approved federal, state or local agency or by membership of an approved organization such as the National Minority Suppliers Development Council (NMSDC) or the Women's Business Enterprise National Council (WBENC).

In support of the CITGO Supplier Diversity Initiative and the implementation of the new supplier registration process, service providers that have met the following criteria will be reimbursed for their first year's registration fee:

1. Less than 20 employees
2. Successfully complete the registration process
3. Safety Program Review and Verification
4. OSHA Logs and EMR Certification
5. Insurance Certificates
6. Case Management Plan
7. Form W-9
8. Supplier Diversity and Small Business Certificate Verification (if applicable)
9. DOT OQ Program Coordination (if applicable)
10. New applicant with ISNetworld during implementation period ending December 31, 2008

Please note: registering with the CITGO Supplier database qualifies your company for consideration in the bidding process. It does not guarantee that your business will be awarded business with CITGO. To be awarded CITGO business, as with any supplier, minority- and woman-owned suppliers must meet CITGO standard qualification requirements, including technical, operational and safety standards.
